MANILA—Malacañang has ordered government offices in 15 provinces to adopt appropriate alternative work arrangements on September 1, 2026, amid continued heavy rainfall brought by the enhanced Southwest Monsoon.

The directive was contained in Memorandum Circular No. 133 signed by Executive Secretary Ralph Recto upon the recommendation of the National Disaster Risk Reduction and Management Council.

The measure covers Ilocos Norte, Ilocos Sur, La Union, Pangasinan, Abra, Benguet, Kalinga, Mountain Province, Apayao, Batanes, Nueva Vizcaya, Zambales, Tarlac, Pampanga, and Bataan.

Agencies providing basic and health services, disaster preparedness and response, and other vital services are required to remain operational and continue delivering necessary services.

Contract of Service and Job Order workers who are placed under alternative work arrangements will continue receiving their corresponding wages or salaries, subject to applicable rules and regulations.

Public and private schools in the affected provinces are also directed to adopt alternative learning modes and other measures to ensure continuity of education.

The circular likewise authorizes local chief executives to order localized cancellation or suspension of classes and work in government offices in other areas, provided these are carried out in accordance with existing laws, rules, and regulations.

For private companies, any suspension of work or adoption of alternative work arrangements will remain at the discretion of management.
