MANILA—The Southwest Monsoon continues to bring widespread rainfall across Luzon and Visayas, while a tropical depression located outside the Philippine Area of Responsibility (PAR) was tracked moving northwestward at 20 km/h, according to the 24-hour public weather forecast issued by PAGASA at 4:00 AM today.

As of 3:00 AM, the tropical cyclone was spotted 1,770 kilometers east of Extreme Northern Luzon (19.0°N, 138.3°E) with maximum sustained winds of 45 km/h near the center and gustiness of up to 55 km/h.

Monsoon rains driven by the Southwest Monsoon are expected to hit Zambales and Bataan, posing risks of potential flash floods or landslides due to heavy to intense rainfall.

Occasional rains will affect Metro Manila, Pangasinan, Pampanga, Tarlac, Bulacan, Rizal, Cavite, Batangas, and Occidental Mindoro, with moderate to heavy downpours that could also trigger flash floods or landslides.

Cloudy skies accompanied by scattered rains and thunderstorms will cover Cagayan Valley, the Cordillera Administrative Region, the rest of the Ilocos Region, Central Luzon, CALABARZON, MIMAROPA, as well as Antique, Iloilo, and Guimaras. PAGASA warned of possible flash floods or landslides caused by moderate to occasionally heavy rains.

The rest of Luzon and Visayas will experience partly cloudy to cloudy skies with isolated rainshowers or thunderstorms due to the monsoon, with severe thunderstorms bringing potential flooding or landslides.Meanwhile, localized thunderstorms will bring similar partly cloudy to cloudy conditions with isolated rainshowers to Mindanao, where severe thunderstorms may also lead to localized floods or landslides.

Sea and wind condition forecasts indicate:

• Extreme Northern Luzon: Moderate to strong southwesterly winds with moderate to rough coastal waters ranging from 1.5 to 3.5 meters.
  
• Rest of Luzon: Moderate to strong southwesterly winds with moderate to rough sea conditions from 1.2 to 2.8 meters.
  
• Rest of the Country: Light to moderate winds from the south to southwest, accompanied by slight to moderate seas measuring 0.6 to 2.1 meters.
  

Over Metro Manila, temperatures during the preceding 24-hour period ending at 8:00 PM yesterday peaked at 30.5 °C at 3:00 PM after a low of 27.7 °C at 5:00 AM. Relative humidity ranged between 74% at 2:00 PM and 89% at 12:00 PM.
