
MANILA – The House Committee on Appropriations infrastructure cluster is reviewing the utilization of infrastructure funds across government agencies for possible realignment to the Department of Public Works and Highways (DPWH).
House Committee on Appropriations Vice Chair and Quezon Rep. Reynante Arrogancia said the review would determine whether funds allocated to infrastructure projects that cannot be immediately implemented could be redirected to projects that are ready to proceed.
“Actually, we’re going to look for the agencies na may mga infrastructure project. Siguro we will look for DOTr, we will look for DA, NIA, and I think we have the DICT and MMDA,” Arrogancia said in a press briefing at the House of Representatives.
The agencies being considered include the Department of Transportation (DOTr), Department of Agriculture (DA), National Irrigation Administration (NIA), Department of Information and Communications Technology (DICT), and Metropolitan Manila Development Authority (MMDA).
“So bakit kailangan naming tingnan ito? Aaralin namin dito ’yung mga funds na hindi pa nila nagagamit previously. Titingnan namin ’yung utilization nila na ginagawa,” he explained.
Arrogancia said funds that agencies have not been able to utilize could be realigned to the DPWH or other purposes where they could be used immediately.
“At kung hindi nila nagagamit ang lahat ng funds na ito, ibig sabihin kailangan natin itong i-realign or gamitin muna sa ibang agency para magamit siya ng DPWH o ng anumang purpose,” he said.
He emphasized that any potential fund realignment should not compromise the programs and priority projects of the agencies that could provide the funds.
“Another thing, kung sakaling may mahanap tayong pondo, titiyakin natin na lahat ng pondong mahanap natin ay hindi makakaapekto doon sa kabuuang programa ng isang ahensya natin na pagkukuhanan natin ng pondo,” Arrogancia said.
No specific agency has been identified as a source of funds, as the review remains ongoing.
“So wala pang particular kung saan ahensya natin kukunin nito. Inaaral pa lang po namin sa Appropriations,” he said.
The proposed 2027 DPWH budget is pegged at ₱643.95 billion.
The infrastructure briefing was part of a series being conducted under the directive of Speaker Faustino “Bojie” G. Dy III to keep the public informed about congressional deliberations on the proposed 2027 national budget.
