MANILA— House prosecutors on Thursday questioned the declaration of two properties worth a combined P9.45 million in Vice President Sara Z. Duterte’s Statements of Assets, Liabilities and Net Worth (SALNs), after Land Registration Authority (LRA) officials testified that they found no direct matches for the properties in the documents presented to the Senate impeachment court.

The properties consist of a P6-million lot in Matina, Davao City, acquired in 2024, and a P3.45-million property in the Island Garden City of Samal, acquired in 2018.

Bukidnon Rep. Jonathan Keith Flores said the amounts involved were significant, particularly for ordinary Filipinos.

“Maaari pong sabihin na ilang milyon piso lang ito, pero sa ordinaryong Pilipino po, malaking halaga na ito, ang six million pesos,” Flores said as prosecutors presented documents concerning the Matina property.

Davao City Register of Deeds Atty. Kathy Florence Baldonado testified that the 379-square-meter Matina property was purchased for P6 million in July 2024 and registered under Duterte’s husband, lawyer Manases Carpio.

The property was later mortgaged to Philippine Savings Bank for P8 million on Aug. 27, 2024, based on an annotation on its title.

Presiding Officer Sen. Francis “Chiz” Escudero said the property did not appear among the real properties listed in Duterte’s 2025 SALN.

“The Court, the Presiding Officer, has looked into the SALN of the Vice President in 2025 and does not find this particular property as one of the real properties declared,” Escudero said.

Baldonado also testified that she could not find a P6-million purchase corresponding to the property in the SALN presented to her.

“Wala po dito po, Your Honor,” she said.

She clarified, however, that her role as Register of Deeds did not authorize her to determine whether Duterte had failed to declare the property.

“Pero hindi po ako ang tamang tao na makaka-determine kung naideclare ba siya o hindi,” Baldonado said.

The defense argued that the Matina property could correspond to an asset already listed in Duterte’s SALN.

Prosecutors also presented documents involving the Samal property, with Flores noting its value.

“Maaari pong sabihin na, again, ilang milyon piso lang ’to, but para sa iba, malaking halaga na po itong 3.4 million pesos, Your Honor,” Flores said.

Acting Samal Register of Deeds Atty. Marco Pineda testified that the property was purchased through a Deed of Absolute Sale dated March 15, 2018, for P3,453,849. The title remains active and uncancelled and is registered to Carpio, married to Duterte.

Pineda compared the property records with Duterte’s 2019 SALN based on the property’s acquisition year, location and value.

“Based on that premise, nothing in this SALN perfectly matches the Deed of Sale, sir,” he said.

After reviewing the entries, Pineda reiterated that he found no corresponding property in the document.

“Nothing matches the land described in the Deed of Absolute Sale dated 2018, sir.”

Pineda likewise clarified that his testimony was limited to comparing the records and did not constitute a finding that Duterte failed to declare the property.

The prosecution presented the two properties as evidence under Article II of the Articles of Impeachment, which alleges that Duterte failed to fully and truthfully disclose the assets, liabilities and net worth of herself and her spouse.
