MANILA— The Intertropical Convergence Zone (ITCZ) will bring cloudy skies, scattered rains and thunderstorms to the Visayas and Mindanao on Wednesday, with possible flash floods and landslides in areas experiencing moderate to occasionally heavy rainfall, the Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) said.
In its 4 a.m. weather forecast on Oct. 14, PAGASA said the northeasterly windflow would also affect Northern Luzon, bringing partly cloudy to cloudy skies and isolated light rains over the Ilocos Region, Cordillera Administrative Region and Cagayan Valley.
Metro Manila and the rest of Luzon, meanwhile, will experience partly cloudy to cloudy skies with isolated rain showers or thunderstorms due to localized thunderstorms. Severe thunderstorms may trigger flash floods or landslides, the agency warned.
PAGASA also reported a tropical depression outside the Philippine Area of Responsibility (PAR) as of 3 a.m. Wednesday.
The weather disturbance was located 2,340 kilometers east of extreme Northern Luzon, near 20.1 degrees north latitude and 144.4 degrees east longitude.
It had maximum sustained winds of 45 kilometers per hour near the center, gusts of up to 55 kph, and was moving northwestward at 20 kph.
Rough seas in extreme Northern Luzon
PAGASA forecast moderate to strong northeasterly winds over extreme Northern Luzon, with coastal waters expected to reach 1.5 to 2.8 meters.
The rest of Luzon will have light to moderate northeasterly winds and slight to moderate coastal waters of 0.6 to 2.1 meters.
The Visayas will experience light to moderate winds from the northeast to northwest, with coastal waters ranging from 0.6 to 1.5 meters. Mindanao will also have light to moderate winds, blowing from the southeast to southwest, with similar coastal water conditions.
Meanwhile, Metro Manila recorded a minimum temperature of 24.6 degrees Celsius at 4 a.m. and a maximum of 32.2°C at 1 p.m. on Tuesday. Relative humidity ranged from 65% at 3 p.m. to 94% at 2 a.m.
The sun is expected to rise over Metro Manila at 5:47 a.m. and set at 5:37 p.m. Wednesday. The moon is forecast to rise at 8:40 a.m. and set at 8:05 p.m., with 14% illumination.
