MANILA— The Intertropical Convergence Zone (ITCZ) is expected to bring scattered rains and thunderstorms over Visayas, Mindanao, Bicol Region, Quezon, and Palawan on Thursday, with possible flash floods and landslides in areas experiencing moderate to heavy rainfall, according to the Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA).

In its 4 a.m. weather bulletin on Oct. 15, PAGASA said the ITCZ is affecting Visayas, Mindanao, and Palawan, while the northeasterly windflow is influencing weather conditions over Northern and Central Luzon.

Ilocos Region, Cordillera Administrative Region, Cagayan Valley, and Central Luzon will experience partly cloudy to cloudy skies with isolated light rains due to the northeasterly windflow, with no significant impact expected.

Metro Manila and the rest of Luzon, meanwhile, will have partly cloudy to cloudy skies with isolated rainshowers or thunderstorms caused by localized thunderstorms. Severe thunderstorms may trigger flash floods or landslides.

PAGASA also reported a tropical depression outside the Philippine Area of Responsibility (PAR) as of 3 a.m. Thursday, located 2,015 kilometers east of extreme Northern Luzon at 22.1°N, 141.3°E.

The weather disturbance has maximum sustained winds of 45 kilometers per hour near the center and gustiness of up to 55 kph. It is moving westward at 10 kph.

Meanwhile, moderate to strong winds from the northeast are expected over extreme Northern Luzon, where coastal waters may range from moderate to rough, with wave heights of 1.5 to 2.8 meters.

The rest of Luzon will experience light to moderate winds from the northeast to east, with slight to moderate seas and wave heights of 0.6 to 2.1 meters.

Light to moderate winds from the northeast to northwest are forecast over Visayas and the eastern section of Mindanao, with coastal waters ranging from 0.6 to 1.5 meters. The rest of Mindanao will have light to moderate variable winds and wave heights of 0.6 to 1.2 meters.

For Metro Manila, sunrise is expected at 5:47 a.m. and sunset at 5:36 p.m. Thursday. The moon will rise at 9:34 a.m. and set at 8:54 p.m., with 21% illumination.

PAGASA recorded a minimum temperature of 25.5°C at 5 a.m. and a maximum of 31.6°C at 1 p.m. on Wednesday. Relative humidity ranged from 60% at 4 p.m. to 92% at 5 a.m.
