MANILA—The National Bureau of Investigation (NBI) on Monday filed a complaint before the Department of Justice (DOJ) against former Davao City information officer Jefry Tupas over alleged obstruction of justice, cyberlibel and publication of false news, its director said.
Reports said that NBI Director Melvin Matibag announced the filing, saying the complaint was referred to the DOJ for appropriate action.
“We will be filing… a case of obstruction of justice, cyberlibel, and publication of false news under the Revised Penal Code will be filed against Jefry Tupas,” Matibag said at a press briefing.
“So we’re endorsing it to the DOJ for proper disposition,” he added.
The complaint stemmed from the sworn statement of dismissed police officer Rodulfo Gracioso Jr., who alleged that he delivered money to Vice President Sara Duterte, former president Rodrigo Duterte and Davao City Rep. Paolo Duterte on the instructions of former House Speaker Lord Allan Velasco.
Gracioso also claimed that Tupas received money on behalf of the Vice President.
Duterte has denied receiving money and clarified that Tupas was neither her trustee nor personal aide, but had served as Davao City’s information officer.
Tupas, who previously held the city government post, has also denied Gracioso’s allegations and submitted an affidavit to the NBI.
In his affidavit, Tupas alleged that NBI agents offered him money and accommodation in Forbes Park, an upscale residential area in Makati City.
