MANILA, Philippines—Senator Grace Poe on Wednesday said an integrated system must be in place to ensure the effective implementation of the No Contact Apprehension Policy (NCAP), following the Supreme Court’s partial lifting of the temporary restraining order on the program.
The decision allows the policy’s enforcement along major thoroughfares in Metro Manila, including C-5 Road and EDSA.
“Kung tama ang implementasyon at walang corruption, sa tingin ko magiging maayos ito,” Poe said in a radio interview.
Poe, who chairs the Senate Committee on Finance, emphasized the need for alternative methods of traffic enforcement amid the shortage of Metropolitan Manila Development Authority (MMDA) personnel.
To support the NCAP’s full rollout, Poe stressed the importance of high-technology cameras and an efficient system for addressing complaints and appeals.
“Katulad sa ibang bansa na ginagamit ito, pwede kang humarap sa isang traffic judge o kung meron mang board ang MMDA na may quasi-judicial function,” she said.
She also called for consistent and clear regulations to avoid confusion among motorists.
The senator urged the MMDA to partner with a credible technology provider and called on the Department of Transportation and MMDA to revisit the policy’s implementation plan.
