
MANILA – The National Bureau of Investigation-Bulacan South District Office (NBI-BUSDO) has filed two separate cases against dismissed Bamban Mayor Alice Leal Guo, also known as Guo Hua Ping, and her family for establishing businesses and purchasing real property in Marilao, Bulacan.
During a Senate inquiry in aid of legislation, it was revealed that the real name of Guo is Guo Hua Ping, a Chinese national. It was also disclosed that Shiela Leal Guo, also known as Mier Zhang, is a Chinese national.
The NBI investigation found that Guo and other family members are incorporators of several companies, including QJJ Group of Companies Inc., QSeed Genetics Inc., QJJ Meat Shop Inc., QJJ Slaughter House Inc., QJJ Smelting Plant Inc., and QJJ Embroidery Center Inc. These firms share a principal address on Maligaya Street, Barangay Patubig, Marilao, Bulacan.
The property, covering 4,636 square meters, was purchased by Guo on October 5, 2010 for Php 2,000,000.00, as detailed in the Absolute Deed of Sale, Registry of Deeds of Meycauayan City, and Tax Declarations of Marilao.
Further probe by the NBI-BUSDO revealed that Alice, Shiela, and Siemen declared themselves as Filipinos in the Articles of Incorporation of the companies, holding majority shares. Guo Jian Zhong and Lin Wen Yi were also listed as co-incorporators.
Based on evidence gathered, charges were filed against Guo Hua Ping (a.k.a. Alice Leal Guo), Mier Zhang (a.k.a. Shiela Leal Guo), Seimen/Siemen Guo, and Lin Wen Yi. These include:
- Thirty (30) counts of Falsification of Public Documents under Article 172 in relation to Article 171 (4) of the Revised Penal Code, for falsifying Articles of Incorporation, Secretary’s Certificate, and the 2021 General Information Sheet (GIS) of the corporations.
- Thirty (30) counts of Simulation of Minimum Capital Stock under Section 2 of Commonwealth Act No. 108, or the Anti-Dummy Law.
- Four (4) counts of Falsification of Public Documents for falsifying applications for Business, Occupancy, and Building Permits.
- Six (6) additional counts of Falsification of Public Documents against Guo Hua Ping for falsifying the Deed of Sale and Documentary Stamp relating to property ownership.
Director Santiago praised the NBI-BUSDO agents for their comprehensive investigation, which led to the filing of the additional charges.
