MANILA—The Philippine Army (PA) dismissed allegations circulating on social media claiming that those killed in a recent encounter in Toboso, Negros Occidental were civilians and not members of the New People’s Army (NPA).

In a statement, PA spokesperson Col. Louie Dema-ala said reports alleging that the fatalities were researchers, journalists, student leaders, and social workers, and that military troops committed human rights and International Humanitarian Law violations, should not be immediately accepted without verification.

“Recent claims circulating on social media that those killed in the encounter in Toboso, Negros Occidental were merely researchers, journalists, student leaders, and social workers—and that the PA violated human rights and International Humanitarian Law—deserve closer scrutiny rather than outright acceptance,” Dema-ala said.

He stressed that public discussion of security incidents must be guided by verified facts and proper legal processes, not conclusions drawn from social media posts.

Dema-ala also emphasized that any loss of life is a serious matter that must be properly investigated.

He said Army personnel remained committed to their duties during the operation and upheld professional standards in the conduct of the mission.

“Their adherence to International Humanitarian Law and utmost respect for human rights stand as a testament to the professionalism and honor that define the PA soldier,” he added.

The Armed Forces of the Philippines (AFP) earlier confirmed that an armed encounter took place at around 3:58 a.m. on April 19 in Barangay Salamanca, Toboso, between troops of the 79th Infantry Battalion under the 303rd Infantry Brigade, 3rd Infantry Division, and alleged NPA members operating in Northern Negros.

According to the AFP, 19 members of the armed group were “neutralized” during the operation, while 24 firearms were recovered.

The military said the operation followed rules of engagement and was conducted with consideration for civilian safety. It also reported that residents in affected areas were evacuated during the encounter and have since returned to their communities.

The AFP likewise urged remaining members of the NPA to abandon armed struggle and return to civilian life.

“Lay down your arms, return to your families, and take part in building your communities as productive members of society,” the AFP said, adding that it remains committed to its mandate of maintaining security and supporting peace and development efforts.
