
MANILA — State witness and former Public Works and Highways undersecretary Roberto Bernardo testified before the Sandiganbayan that he personally delivered a total of P250 million in alleged commitment fees linked to government projects to former senator Ramon Bong Revilla Jr..
In a report, Bernardo made the statement during the bail hearing of Revilla and five co-accused in a malversation case tied to a P92.8-million flood control project in Bulacan.
He told the court that he delivered P125 million to Revilla’s White House residence in 2024 and another P125 million in March 2025.
Bernardo also said an additional P250 million delivery was made in February 2025 by his aide, Vergel Niño Garcia, to Revilla’s residence, although the former senator was not present at the time.
“I have seen the boxes [of commitment fee] delivered,” Bernardo said.
“I myself, with my driver, [was there in the delivery], two times. I was there in first and third deliveries,” he added.
He said the money was delivered in multiple batches, including six boxes and a paper bag in the first instance, 13 boxes in the second, and six boxes in the third.
During the proceedings, prosecutors presented a banker’s box, which Bernardo identified as similar to those used in the alleged deliveries.
Bernardo said such boxes could fit inside his vehicle and that each could contain large amounts of cash.
“It (P20 million) could easily fit in the box,” Bernardo said.
