
MANILA — Air passengers may see a slight reduction in fuel surcharges next month after the Civil Aeronautics Board (CAB) announced a lower rate for the May 1 to 15, 2026 travel period.
The CAB said fuel surcharge will move down from Level 19 to Level 18 following its latest 15-day price monitoring cycle.
Under Level 18, domestic flight fuel surcharges will range from ₱593 to ₱1,734, while international flights will incur fees between ₱1,958.44 and ₱14,561.87, depending on distance.
This is lower compared to Level 19, where domestic surcharges ranged from ₱627 to ₱1,824, and international fees from ₱2,070.77 to ₱15,397.15.
Fuel surcharge refers to an additional fee collected by airlines on top of base fares to offset fuel costs affected by global oil price movements.
The CAB has been implementing a 15-day adjustment system to help cushion the impact of fluctuating fuel prices on air travel.
In an advisory, the agency said the interim measure will remain in effect until conditions stabilize or are revised or revoked.
It also set the applicable conversion rate for the period at ₱60 to $1.
Airlines that intend to impose or collect fuel surcharges are required to file applications with the CAB executive director before the start of the implementation period.
