
MANILA — The camp of former senator Ramon “Bong” Revilla Jr. on Wednesday raised concerns over the credibility of state witness and former Public Works undersecretary Roberto Bernardo, saying his account of alleged corruption in flood control projects is questionable.
In a report, it said that Revilla’s lawyer, Reody Balisi, made the statement in relation to the pending P92.8-million graft and malversation case involving a flood control project in Pandi, Bulacan.
Bernardo earlier testified that he personally delivered a total of ₱250 million in alleged “commitment fees” or kickbacks to Revilla, tied to infrastructure projects inserted in the 2025 national budget. He also claimed that another ₱250 million was delivered through his driver, Vergel Niño Garcia.
Balisi questioned Bernardo’s credibility as a state witness and suggested that his role in the case may be more complex than what has been presented in court.
“This is no longer simply about the allegations on record. Given recent developments, it is becoming increasingly difficult not to question whether Bernardo is merely a cooperating witness, or if his role runs far deeper than what has been presented,” Balisi said.
“The Revilla camp hopes that the Court will evaluate the case based on credible evidence,” he added.
Balisi earlier said Bernardo had allegedly “gone on self-destruct mode” after responding to questions from Sandiganbayan justices regarding the supposed mastermind of the flood control irregularities.
For his part, Bernardo told the anti-graft court that he decided to cooperate as a state witness because he wanted to help stop alleged ghost projects in government infrastructure programs.
