MANILA — Bangko Sentral ng Pilipinas (BSP) Governor Eli Remolona remained the highest-paid non-elected government official in 2025, according to the Commission on Audit’s (COA) Report on Salaries and Allowances (ROSA).

The COA report showed that Remolona earned a total of ₱52,756,463.72 in salaries and allowances for 2025, higher by about ₱4.79 million compared to his ₱47,968,744.27 compensation in 2024.

The report also indicated that BSP officials dominated the list of top 20 highest-paid government officials, with 15 positions coming from the central bank.

Following Remolona in the ranking were several BSP executives and Monetary Board members:

Elmore Capule of the BSP Corporate Services Sector ranked second with ₱36,015,276.10, followed by Senior Assistant Governor Johnny Noe Ravalo with ₱30,588,084.444 and Senior Assistant Governor Edna Villa with ₱30,519,906.13.

Monetary Board members Benjamin Estoista Diokno, Romeo Bernardo, Rosalia De Leon, Jose Querubin, and Walter Wassmer also posted earnings ranging from around ₱29.9 million to ₱30.2 million.

BSP Deputy Governor Chuchi Gali Fonacier ranked 10th with ₱27,724,984.74.

The report further listed other top earners in government, including BSP Deputy Governor Mamerto Tangonan (₱26,483,969.94), BSP Deputy Governor Bernadette Romulo-Puyat (₱24,761,776.99), Solicitor General Menardo Guevarra (₱22,627,862.85), Development Bank of the Philippines President Michael De Jesus (₱18,633,045.87), and Supreme Court Chief Justice Alexander Gesmundo (₱17,426,875.38).

Other officials in the top 20 included BSP Deputy Governor Zeno Ronald Abenoja, Government Service Insurance System President Jose Arnulfo Veloso, Philippine Amusement and Gaming Corporation Senior Vice President Raul Villanueva, BSP Assistant Governor Arifa Alauya Ala, and BSP Deputy Governor Lyn Ibardolasa Javier.

COA noted that several officials, including Tangonan, Romulo-Puyat, Guevarra, De Jesus, and Gesmundo, moved up in ranking compared to the 2024 report.

Meanwhile, Supreme Court Associate Justice Ramon Hernando dropped from 12th place in 2024 to 22nd in 2025, while PAGCOR Chairperson Alejandro Tengco fell from 13th to 39th place.

Guevarra was also listed despite having already left government service after submitting a courtesy resignation last year, following a directive from President Ferdinand Marcos Jr.
