
MANILA — Sen. Raffy Tulfo has filed a resolution calling for a review of the monitoring measures implemented by the Department of Migrant Workers (DMW) and the Maritime Industry Authority (MIA) to strengthen the protection and safety of Filipino seafarers deployed in high-risk maritime areas.
In Senate Resolution No. 393, Tulfo pointed to recent incidents involving Filipino crew members in dangerous maritime zones, particularly in the Persian Gulf and nearby regions.
Among the incidents cited was the reported drone strike on MV CMA CGM San Antonio on May 6 while the vessel was passing outbound near the Strait of Hormuz, an area affected by regional tensions.
“This incident resulted in injuries to seven Filipino seafarers and one foreign national crew member, highlighting the urgent need for enhanced safety protocols,” Tulfo said.
“The psychological and physical toll on seafarers, coupled with regional instability, underscores the need for stricter enforcement of safety measures and monitoring systems,” he added.
Tulfo also cited the case of the Dutch vessel MV Hondius, an expedition cruise ship carrying 38 Filipino seafarers, which was reportedly affected by the deadly Hantavirus on April 24.
According to official reports, two infected passengers died from the virus. However, the DMW said the 38 Filipino crew members onboard remained “uninfected” and that efforts were underway to repatriate them safely to the Philippines while observing mandatory health protocols.
The senator said the incidents highlight the need to evaluate existing coordination and compliance mechanisms, as well as the effectiveness of monitoring systems for Filipino seafarers covered under the Magna Carta of Seafarers.
