MANILA — President Ferdinand R. Marcos Jr. and Russian President Vladimir Putin are expected to discuss food and energy security during their bilateral meeting on the sidelines of the ASEAN-Russia Commemorative Summit in Kazan, Russia on June 17 to 18.

ASEAN 2026 Philippines spokesperson and Department of Foreign Affairs Assistant Secretary Dominic Xavier Imperial said the meeting will take place alongside the 50th anniversary of diplomatic relations between the Philippines and Russia.

“The meeting will most likely focus on food security and energy security –that is mutually important for both countries, for the Philippines and Russia,” Imperial said during a Palace briefing on Monday.

He said the two leaders are also expected to exchange views on regional and global developments, including issues affecting food and energy supply stability.

The bilateral meeting will be held on the margins of the ASEAN-Russia Commemorative Summit, where Marcos, as ASEAN Chair, will co-chair discussions with Putin marking the 35th anniversary of ASEAN-Russia dialogue relations.

According to the Department of Foreign Affairs (DFA), the summit will review the ASEAN-Russia strategic partnership and explore cooperation in energy, food security, science and technology, trade and investment, tourism, education, cultural exchanges, and people-to-people ties.

Imperial said Marcos’ visit will be his first to Russia as President.

He added that the summit is expected to adopt key documents, including the Kazan Declaration 2026 and the ASEAN-Russia Comprehensive Plan of Action 2026–2030, which will guide future cooperation.

Aside from food and energy security, Imperial said the two leaders may also discuss tourism, education, science and technology, and cultural cooperation as both countries seek to deepen bilateral relations.

The Philippines and Russia established diplomatic relations in 1976 and are marking their 50th anniversary this year.
