MANILA – A low-pressure area (LPA) near Baggao, Cagayan is expected to bring cloudy skies with scattered rains and thunderstorms over much of Northern and Central Luzon, while the southwest monsoon (habagat) will continue to affect Metro Manila and parts of Southern Luzon and Western Visayas, the Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) said Tuesday.

In its 4 a.m. public weather forecast, PAGASA said the LPA was estimated at 3 a.m. in the vicinity of Baggao, Cagayan. Another LPA was also monitored over the coastal waters of Balaoan, La Union.

Cloudy skies with scattered rains and thunderstorms are forecast over the Ilocos Region, Cordillera Administrative Region, Cagayan Valley and Central Luzon due to the LPA. PAGASA warned of possible flash floods or landslides caused by moderate to heavy rainfall.

The southwest monsoon, meanwhile, will bring cloudy skies with scattered rains and thunderstorms over Metro Manila, Calabarzon, Occidental Mindoro, Oriental Mindoro, Marinduque, Antique, Iloilo and Guimaras. Moderate to at times heavy rains may trigger flash floods or landslides in affected areas.

The rest of the country will experience partly cloudy to cloudy skies with isolated rain showers or thunderstorms due to localized thunderstorms. PAGASA said severe thunderstorms could also result in flash floods or landslides.

Moderate to strong winds blowing from the northeast to northwest will prevail over Northern and Central Luzon, where coastal waters will be moderate to rough with wave heights ranging from 1.2 to 2.8 meters.

The rest of the country will have light to moderate winds coming from the south to southwest, with slight to moderate coastal waters and wave heights between 0.6 and 2.5 meters.

As of 3 a.m., Typhoon Dolphin was located 2,330 kilometers east northeast of Extreme Northern Luzon, outside the Philippine Area of Responsibility. It was packing maximum sustained winds of 150 kilometers per hour, gusts of up to 185 kph, and was moving westward at 25 kph.
