
MANILA – Malacañang has ordered the implementation of alternative work arrangements in government offices and alternative learning modes in public and private schools in the National Capital Region and 17 provinces on Thursday, Aug. 20, amid the threat of continued heavy rains from the southwest monsoon or “habagat.”
Executive Secretary Ralph G. Recto issued Memorandum Circular No. 131 following the recommendation of the National Disaster Risk Reduction and Management Council (NDRRMC), citing the risk of localized flooding and travel hazards due to persistent rains.
The measure will cover the following areas:
- National Capital Region
- Abra
- Benguet
- Ilocos Norte
- Ilocos Sur
- La Union
- Pangasinan
- Bataan
- Bulacan
- Nueva Ecija
- Pampanga
- Tarlac
- Zambales
- Batangas
- Cavite
- Laguna
- Rizal
- Occidental Mindoro
Agencies involved in the delivery of basic and health services, disaster preparedness and response, and other essential services are exempted from the alternative work arrangements and are expected to continue operations.
Contract of Service (COS) and Job Order (JO) workers placed under alternative work arrangements will continue to receive their corresponding salaries or payments, subject to existing rules and regulations.
For schools, public and private educational institutions in the affected areas are directed to implement appropriate alternative learning modes and learning continuity measures.
Malacañang also authorized local chief executives to decide whether work or classes should be suspended in areas not covered by the memorandum, depending on local conditions.
Suspension of work in the private sector remains at the discretion of company management.
The Palace urged the public to remain vigilant and take necessary precautions as rains continue.
