MANILA – The Land Transportation Office (LTO) has issued a Show Cause Order (SCO) against the registered owner and designated driver of a passenger bus caught on video counterflowing on a bridge.

The action was ordered by LTO Chief Assistant Secretary Markus V. Lacanilao following the incident, which showed the bus traveling on the opposite lane while crossing a bridge and disregarding the solid yellow line restricting overtaking and entry into the opposing lane.

The LTO said the maneuver posed a danger to motorists and other road users and could disrupt the normal flow of traffic.

The registered owner and designated driver were ordered to appear before the LTO Intelligence and Investigation Division (IID) on Aug. 28, 2026, to attend a hearing and submit sworn comments or explanations, along with supporting documents, regarding the violations cited in the SCO.

“Hindi maaaring kanya-kanyang batas sa kalsada. Kapag sumalungat ka sa daloy ng trapiko, inilalagay mo sa panganib hindi lamang ang sarili mo kundi ang bawat motorista na maaaring makasalubong mo,” Lacanilao said.

“Pag pinili niyong lumabag, dapat handa kayong harapin ang kaukulang pananagutan. Hindi palalampasin ng LTO ang ganitong mga paglabag,” he added.

The designated driver could face charges for reckless driving, disregarding traffic signs, and obstruction of traffic, as well as possible suspension or revocation of his driver’s license for being deemed an improper person to operate a motor vehicle.

The registered owner, meanwhile, could face violations for employing a reckless, insolent and arrogant driver and breach of franchise conditions.

While the investigation is ongoing, the LTO has placed the bus under alarm status and ordered the designated driver to surrender his license to the IID. The license will be subject to a 90-day preventive suspension.

The LTO also thanked the public for reporting traffic violations and encouraged motorists to continue submitting reports through its official reporting channels.

The agency reiterated its call for drivers to avoid dangerous maneuvers such as counterflowing, which can endanger both the driver and other road users.
