MANILA — The Bureau of Immigration (BI) arrested two Japanese nationals allegedly working without the required immigration documents during an operation at Golden Mile Business Park in Barangay Maduya, Carmona, Cavite, on Sept. 10.

Arrested were Kaoru Goto, 33, and Tsutsumi Kazumasa, 32, who were found working at a business establishment without the required work permits and appropriate visas, the BI said.

The operation was conducted by BI Intelligence Division operatives pursuant to Mission Order No. 2026-329 issued on Sept. 8, as part of efforts to enforce Philippine immigration laws and regulations.

BI operatives conducted an inspection after posing as clients inquiring about an electric vehicle (e-vehicle). Upon entering the establishment, they found Goto and Tsutsumi performing work without the necessary immigration documents and placed them under arrest.

Following inquest proceedings before BI lawyers, the two Japanese nationals were turned over to the BI Warden’s Facility in Bicutan, Taguig City, where they will remain in custody pending deportation proceedings.

BI Commissioner Joel Anthony M. Viado reminded foreign nationals seeking employment in the Philippines to secure the appropriate immigration documents before starting work.

“Foreign nationals who wish to work in the Philippines must secure the proper work permit and visa before engaging in any employment. The BI will continue to conduct operations against those who violate our immigration laws,” Viado said.

Viado also urged establishments employing foreign nationals to ensure that their workers hold valid and appropriate immigration documents, warning that violators will be held accountable under the law.
