MANILA — Pasig City Mayor Vico Sotto apologized to residents affected by delays in three infrastructure projects in Buting, Pinagbuhatan and Maybunga, saying the city government has issued notices of termination against contractor EAH Builders.

Sotto said the contractor would also be blacklisted over what he described as unacceptable delays, with the remaining work to be awarded to another contractor in accordance with procurement laws and regulations.

“Hiyang-hiya ako sa inyo tuwing nadadaanan ko ang mga proyekrong ito,” Sotto said.

The projects include:

• Buting: The RCBC drainage system and sidewalk along San Guillermo and F. Flores streets, with a contract amount of ₱16.70 million, was only 49% complete. The project was supposed to be completed on Oct. 22, 2025. The city assessed ₱2.68 million in liquidated damages.
• Pinagbuhatan: The interior roads and drainage system in Ilugin and Sandoval had a ₱10.02-million contract and a target completion date of Sept. 12, 2025. It was 46% complete, with ₱1.94 million in liquidated damages assessed.
• Maybunga: Road reblocking and drainage works from the PCGH compound to Eusebio Avenue had a ₱13.52-million contract and was 80% complete. The city assessed ₱1.95 million in liquidated damages. Work inside the hospital compound had been completed, while the portion outside remained unfinished.

Sotto said notices of delay had been sent for all three projects, but EAH Builders had sought additional time extensions.

“Ako po ay humihingi ng paumanhin sa mga napeperwisyo dahil sa mga DELAY ng iilang proyekto sa Buting, PInagbuhatan, at Maybunga,” he said.

The mayor said the city would strengthen its project monitoring system and continue reforms in procurement and project implementation.

“We will make sure to build on our reforms. Hindi tayo kuntento na bukas ang bidding at bumaba ang presyo ng mga proyekto. We will work to eliminate the “bad eggs”, whether they are inside the LGU or contractors.”

He thanked residents for their understanding as the city works to address the delayed projects.

“Kasunod ng ating laban para sa isang mas bukas na LGU, ngayon naman ay pinalalakas natin ang Project Monitoring.”
