
MANILA— Vice President Sara Duterte received compensation income from the Davao City government in 2023, according to a Bureau of Internal Revenue (BIR) official who testified Thursday before the Senate impeachment court.
BIR Office of the Commissioner Chief of Staff Atty. Anne Loraine Garcia-Marquez said Duterte’s receipt of compensation income was indicated in a BIR Form 2316 that the vice president signed.
Prosecution counsel Atty. Erwin Matib asked Marquez to explain the significance of the form.
“Ang ibig sabihin po ay naka-receive po si VP Sara Duterte ng compensation income from the City Government of Davao noong taong 2023.”
Matib then asked whether a vice president may practice her profession and receive professional fees and other income aside from her salary as vice president.
Atty. Kristine Ferrer objected to the question on the ground of competence.
Matib also asked Marquez to read Sections 13 and 6 of the 1987 Constitution, which contain provisions on compensation for government officials and restrictions on the President, vice president, and Cabinet members holding other offices or employment during their tenure.
The testimony was presented on Day 36 of the impeachment proceedings as the House prosecution presented a BIR official under Article 2, which alleges that Duterte accumulated unexplained wealth.
Marquez was expected to testify on tax-related documents involving Duterte and her husband, Manases Carpio, including income tax returns and audited financial statements.
The hearing followed Wednesday’s proceedings, when the prosecution presented bank and insurance representatives to authenticate financial records related to the case.
