
MANILA — Poll watchdog Kontra Daya has filed a complaint before the Commission on Elections (Comelec) Law Department against President Ferdinand Marcos Jr., Vice President Sara Duterte, and several of their alleged donors over campaign contributions during the 2022 national elections.
Representatives of Kontra Daya lodged the complaint at the Comelec office in Intramuros, Manila. Named respondents included Marcos, Duterte, Rodolfo Hilot Jr., president of Rudhil Construction Enterprises, Inc., and Glenn Escandor, president of ESDEVCO Realty Corp. and Genesis 88 Construction.
The group alleged that Hilot and Escandor were government contractors and therefore prohibited from making political contributions under election rules.
In its complaint, Kontra Daya said Hilot allegedly contributed P20 million to Marcos’ campaign in May 2022 based on Statements of Contributions and Expenditures (SOCEs), while Escandor allegedly gave P19 million to Duterte in February 2022.
“The law is clear—government contractors are prohibited from funding electoral campaigns to prevent conflicts of interest and undue influence in governance,” Kontra Daya said.
“This case highlights both sides of liability—the act of giving and the act of receiving prohibited contributions. Accountability must apply to all parties involved,” it added.
The group urged the Comelec to conduct a full and impartial investigation, determine liability under election laws, and pursue appropriate action for election offenses.
Under Section 95(c) of the Omnibus Election Code, natural or juridical persons holding government contracts are prohibited from making campaign contributions for partisan political activity, including those supplying goods or services or undertaking construction projects for the government.
