MANILA — The Land Bank of the Philippines (LANDBANK) has launched a digital system to process the government’s ₱10-per-liter fuel subsidy for public utility vehicles (PUVs), allowing real-time verification and recording of transactions at participating gasoline stations in Metro Manila.

The subsidy program covers public utility jeepneys and UV Express units, providing immediate assistance to drivers and operators affected by rising fuel costs while helping keep fares affordable for commuters.

Under the system, eligible PUVs can directly avail of the subsidy at partner fuel stations, where transactions are automatically computed and recorded through LANDBANK’s platform.

“Magandang scheme ito kasi unang una, wala ng gagawin ‘yung mga driver. Magkakarga lang kami at kukunin yung plate number, magbe-base na lang ang ating kahera sa resibong maikakarga. Pinapasalamatan po natin ang DOE at LANDBANK dahil naisip po nila ang ganitong pamamaraan para makatulong sa ating mga driver,” said Jojo Martin, vice president of National Pasang Masda.

The Fuel Subsidy System automatically deducts ₱10 per liter from the fuel bill and tracks the remaining weekly subsidy balance, which is replenished every Monday. The program will run for three months, with a cap of ₱1,500 per vehicle, covering up to 150 liters per week.

The Land Transportation Franchising and Regulatory Board (LTFRB) and the Department of Energy (DOE) provide lists of eligible PUVs and accredited fuel stations, ensuring that only qualified participants can access the subsidy.

LANDBANK President and CEO Lynette Ortiz said the digital platform ensures transparency and efficiency in delivering the subsidy.

“Through our digital systems, we are making sure that the fuel subsidy is applied accurately, transparently, and without delay. This allows drivers to immediately benefit from the subsidy while ensuring proper accountability for government funds,” she said.

Fuel station personnel use the system via the LANDBANK mobile app to input transaction details, which are verified in real time to prevent errors and unauthorized claims. The system also generates daily and consolidated reports to facilitate reimbursements to participating stations.

Energy Secretary Sharon Garin said the program highlights inter-agency coordination under a whole-of-government approach.

“With the convergence of these government agencies, in one-week time, na-rollout ang isang bagong programa ng gobyerno para sa pangangailangan ng ating transportation sector. It is a good demonstration of the whole-of-government approach, because if we all work together, we can make things happen,” she said.

LTFRB Chairperson Vigor Mendoza II also underscored the role of LANDBANK in enabling the system’s rollout.

“Kung wala ang LANDBANK, wala ito. The IT component of this program looks simple, but we understand the back-end work that has to be done in order to get this running within just a few days,” he said.

The program is implemented by the Department of Transportation (DOTr) and LTFRB, in coordination with the DOE, the Department of Information and Communications Technology (DICT), and LANDBANK.

It forms part of the government’s Unified Package for Livelihoods, Industry, Food, and Transport (UPLIFT), which also includes cash aid for transport workers, reduced rail fares, toll concessions, and the Service Contracting Program launched on April 15, 2026.
