MANILA – The Department of Justice (DOJ) has filed four counts of sexual assault and one count of acts of lasciviousness against Marikina Rep. Marcelino “Marcy” Teodoro, based on allegations made by two policewomen who served as part of his security detail.

DOJ spokesperson Polo Martinez confirmed that the four sexual assault charges were filed before the Marikina Regional Trial Court (RTC), while the acts of lasciviousness case was filed before the Metropolitan Trial Court (MeTC), which has jurisdiction over the offense.

Martinez said the sexual assault charges stem from the rape allegations in the original complaints, which are covered as sexual assault under Article 266-A of the Revised Penal Code, as amended by Republic Act No. 8353, or the Anti-Rape Law of 1997.

“The cases are now under the [courts’] jurisdiction and shall proceed in accordance with the Rules of Court for the conduct of trial,” Martinez said.

The cases were filed based on complaints lodged by two female police officers who had served as Teodoro’s close-in security personnel, although not at the same time.

One of the complainants had previously filed a complaint alleging acts of lasciviousness committed early in her assignment to Teodoro. The second complainant accused the lawmaker of sexual assault and acts of lasciviousness.

The two policewomen were reportedly reassigned to Camp Crame following the filing of the complaints to ensure their safety and well-being, according to the Marikina City police.

One of the complainants was also assigned as security personnel for Teodoro’s wife, Maan Teodoro, who succeeded him as Marikina mayor in 2025.

Teodoro, a former three-term Marikina mayor who served from 2016 to 2025, has denied the allegations and maintained that the charges are baseless.

His legal counsel also claimed that the DOJ’s original findings had recommended dismissing the complaints. The DOJ had yet to respond to the claim as of Tuesday night.

The filing of the Informations places the cases under the jurisdiction of the courts, where they will proceed in accordance with the Rules of Court.
