MANILA – Government offices in the National Capital Region (NCR) and 13 provinces will implement alternative work arrangements on Thursday, Sept. 10, 2026, amid expectations of continued heavy rainfall brought by the enhanced Southwest Monsoon or Habagat.

The measure is pursuant to Memorandum Circular No. 135 and covers the following areas:

• National Capital Region
• La Union
• Pangasinan
• Benguet
• Bataan
• Bulacan
• Pampanga
• Zambales
• Batangas
• Cavite
• Laguna
• Rizal
• Occidental Mindoro
• Oriental Mindoro

Alternative learning modes for classes at all levels in public and private schools in the affected areas will likewise be implemented, unless their respective local chief executives issue different directives.

The arrangements were announced in anticipation of continued heavy rainfall and the cumulative effects of prolonged rain.

Government agencies responsible for basic and health services, disaster preparedness and response, and other vital services will continue operating and providing necessary services.

Contract of Service and Job Order workers placed under alternative work arrangements will continue to receive their corresponding wages or salaries, subject to applicable rules and regulations.

In the private sector, the decision to suspend work or adopt alternative work arrangements will be left to management.
